In the United States, these targeted transparency policies include financial securities disclosures, nutritional labels, school report cards, automobile rollover rankings, and sexual offender registries. They constitute a light-handed approach to governance that empowers citizens. However, as Full Disclosure shows these policies are frequently ineffective or counterproductive. Based on a comparative analysis of eighteen major policies, the authors suggest that transparency policies often produce information that is incomplete, incomprehensible, or irrelevant to the consumers, investors, workers, and community residents who could benefit from them. Sometimes transparency fails because those who are threatened by it form political coalitions to limit or distort information. To be successful, transparency policies must place the needs of ordinary citizens at centre stage and produce information that informs their everyday choices.

Then, without a jury trial, he was civilly committed indefinitely (for life) by a single judge as a "sexual predator" to the MSPPTC, Minnesota's gulag for preventive detention and "treatment" of political prisoners. Kim works at the MSPPTC giving endless "sex offender treatment" to the "sexual predators" confined there who have little or no hope of ever being released. Yellow Cloud also becomes close friends with a doctor who was imprisoned for eight years as a sex offender for doing improper gynecological examinations on eleven female patients. Dr. Hunter, after serving his prison sentence, was taken back to court and civilly committed under a new Minnesota law. The book is fiction, but is set against a background of real persons, places, and events; however, those persons, places, and events have been substantially re-imagined in the story. The novel address the grave dangers to liberty and civil rights of all Americans posed by civil commitments to mental institutions without jury trials. It is not only sex offenders who can be and are so committed. In this novel, that danger is reality to the main characters. They did their time as convicted sex offenders, but were then tagged for civil commitment. One tenet in American law: a person should not be incarcerated for a crime he or she might commit. Should each and every American have at least the right to a jury trial before the government can "civilly" imprison him or her for life in a mental institution? as is currently being done in Minnesota, New Jersey, and North Dakota. What if a judge decided a woman who'd chosen for abortion was insane, and a danger to society? What if that judge committed that woman indefinitely to a mental institution for "treatment"? A current running through the book: fear and politics taint the creation of general societal law, also touched, of course, by wisdom, or tainted by the lack of it, and by the personal experiences, emotions, ethnic backgrounds, educations, ambitions, and ideas of those who create, impose, and maintain the law and who have power within and over it. A law which seems targeted only at an unpopular segment of the population affects the life, liberties, and love of all with whom the "tainted segment" comes in contact directly and indirectly. In this novel, the woman who falls in love with Yellow Cloud finds her entire life and previously unquestioned freedoms altered forever.
