As the Midwest Homicide Investigator, she is called in to help local law enforcement on the worst of cases, looking for answers to murder. Hers is one of the region's most trusted investigative positions. Paul Falcon is the FBI's top murder cop in the Midwest. Their lives intersect when Ann arrives to pass a case off her desk and onto his. A car wreck and a suspicious death offer a lead on a hired shooter he is tracking. Paul isn't expecting to meet someone, the kind that goes on the personal side of the ledger, but Ann Silver has his attention. The better he gets to know her, the more Paul realizes her job barely scratches the surface of who she is. She knows spies and soldiers and U.S. Marshals, and has written books about them. She is friends with the former Vice President. People with good reason to be cautious about who they let into their lives deeply trust her. Paul wonders just what secrets Ann is keeping, until she shows him the John Doe Killer case file, and he starts to realize just who this lady he is falling in love with really is...

Download and read online Full Disclosure in PDF and EPUB Governments in recent decades have employed public disclosure strategies to reduce risks, improve public and private goods and services, and reduce injustice. In the United States, these targeted transparency policies include financial securities disclosures, nutritional labels, school report cards, automobile rollover rankings, and sexual offender registries. They constitute a light-handed approach to governance that empowers citizens. However, as Full Disclosure shows these policies are frequently ineffective or counterproductive. Based on a comparative analysis of eighteen major policies, the authors suggest that transparency policies often produce information that is incomplete, incomprehensible, or irrelevant to the consumers, investors, workers, and community residents who could benefit from them. Sometimes transparency fails because those who are threatened by it form political coalitions to limit or distort information. To be successful, transparency policies must place the needs of ordinary citizens at centre stage and produce information that informs their everyday choices.

Download and read online In the Event of Full Disclosure in PDF and EPUB The family connections in Cynthia Atkins' IN THE EVENT OF FULL DISCLOSURE are intimate, both entwining and empowering the rich experience these poems convey. "I've faked it and faked it well./ I hear our ancestors yelling / from the mental ward of hell," declares Cynthia Atkins near the start of IN THE EVENT OF FULL DISCLOSURE, a book that explores what it means when mental illness becomes close as blood. Family offers both comfort and disquiet. In these elegant, beautifully observed poems, Atkins considers the burden of being a daughter, a sibling, a mother, and-most of all-a poet charged with making sense of 'indecipherable lists, ' of wars domestic and national, and of the fact that all of us are 'born in a trick of love.'"-Jehanne Dubrow "I like the easy and big-hearted familiarity with the reader that Cynthia Atkins shows in her poetry. She doesn't keep us at arm's length. She invites us right in, an act that lends confidence and helps to break down the barriers between writer and reader. At those moments when the 'small feet / of silence conspire / in your ear' and 'the gibbous moon rises / like an old rubbed coin, ' we feel we are right there with her. What a pleasure it is to be in the presence of poetry that is so readable and companionable "-Richard Tillinghast "Rhapsodic, generous, and seriously witty, this poetry invites us to discover new routes through our dizzying contemporary situation. So much of wide-ranging experience is drawn into this startling poetry-and with such energy. Cynthia Atkins's speakers refuse to let their word-loving heads be pushed underwater by despair. They rise up, their propulsive language bringing to the surface the troubling signs of our time, all the while defying the risks we face, coining phrases (a character acts 'like a freak teapot'), and delivering us at last to intimations about 'the room beyond / the room of knowledge.'"-Lee Upton "Cynthia Atkins' extraordinary collection is a display of precious, vacuum-packed, uranium-heavy poems that still glow in the dark a long time after you have finished reading them, illuminating your heart and guts from the inside."--Seb Doubinsky

Download and read online Full Disclosure in PDF and EPUB FULL DISCLOSURE is the story of forbidden love between Kim Freeman, a 27-year-old psychotherapist, and one of her patients, Yellow Cloud, a 36-year-old Native American man who was imprisoned for four years for a rape he did not commit. Then, without a jury trial, he was civilly committed indefinitely (for life) by a single judge as a "sexual predator" to the MSPPTC, Minnesota's gulag for preventive detention and "treatment" of political prisoners. Kim works at the MSPPTC giving endless "sex offender treatment" to the "sexual predators" confined there who have little or no hope of ever being released. Yellow Cloud also becomes close friends with a doctor who was imprisoned for eight years as a sex offender for doing improper gynecological examinations on eleven female patients. Dr. Hunter, after serving his prison sentence, was taken back to court and civilly committed under a new Minnesota law. The book is fiction, but is set against a background of real persons, places, and events; however, those persons, places, and events have been substantially re-imagined in the story. The novel address the grave dangers to liberty and civil rights of all Americans posed by civil commitments to mental institutions without jury trials. It is not only sex offenders who can be and are so committed. In this novel, that danger is reality to the main characters. They did their time as convicted sex offenders, but were then tagged for civil commitment. One tenet in American law: a person should not be incarcerated for a crime he or she might commit. Should each and every American have at least the right to a jury trial before the government can "civilly" imprison him or her for life in a mental institution? as is currently being done in Minnesota, New Jersey, and North Dakota. What if a judge decided a woman who'd chosen for abortion was insane, and a danger to society? What if that judge committed that woman indefinitely to a mental institution for "treatment"? A current running through the book: fear and politics taint the creation of general societal law, also touched, of course, by wisdom, or tainted by the lack of it, and by the personal experiences, emotions, ethnic backgrounds, educations, ambitions, and ideas of those who create, impose, and maintain the law and who have power within and over it. A law which seems targeted only at an unpopular segment of the population affects the life, liberties, and love of all with whom the "tainted segment" comes in contact directly and indirectly. In this novel, the woman who falls in love with Yellow Cloud finds her entire life and previously unquestioned freedoms altered forever. Their story poignantly shows the binding together of the "treated" with the "treater": a highly intelligent representative of one ethnic tradition, the Native American, to a representative of the white, Anglo-Saxon dominant society, making obvious and mirroring how all Americans are bound together though certainly not always in love, as here illustrated in two individual lives. Another current of the book: how seemingly impossible it is to change long-standing laws which have been and are manipulated for diverse types of gain, and how this straitjacket of legal tradition renders hopeless and desperate those caught inside it. Two other undercurrents: 1. Could certain understandings of present-day psychology, based on Carl Jung's writings and legacy, have been "borrowed" from Native American spiritual teachings? as Yellow Cloud says. Could it be time to study and unify the good from all the spiritual, psychological, esoteric traditions? 2. Could "Childbirth Rehearsal," a system of preparing for child delivery used and advocated by the novel's Dr. Hunter, truly save pregnant women much of the pain, trauma, and physic
